Configuration of the IUCLID database for use of dossier evaluation of active substances in plant protection products by MS

Description and Objective

With the IUCLID platform, EFSAshort forEuropean Food Safety Authority, in cooperation with ECHAshort forEuropean Chemicals Agency, aims to provide a tool to facilitate the preparation of applications for EU plant protection product active substances. Special tools are provided to make it easier for the applicant to prepare a dossier and to prevent multiple entries. These include, among others: Validation assistants, which check the completeness of a dossier depending on its submission type, enable a full text search and offer confidentiality notes already during the dossier creation. In this way, the previous CADDY system used for the submission of applications is to be replaced and the publication process accelerated in accordance with the European Transparency Regulation. Within the framework of the EFSAshort forEuropean Food Safety Authority project, the BfRshort forGerman Federal Institute for Risk Assessment department "Safety of Pesticides" is supporting the integration and implementation of IUCLID in existing process structures

Result

In the course of this projects several of the features/tools were further improved. These include, among others: Validation assistants, which check the completeness of a dossier depending on its submission type, enable a full text search and offer confidentiality notes already during the dossier creation.We gathered feedback on requirements and useability from responsible authorities in Germany (e. g. BVLshort forGerman Federal Office of Consumer Protection and Food Safety) and within BfRshort forGerman Federal Institute for Risk Assessment.This was shared with EFSAshort forEuropean Food Safety Authority. We also analysed the data structure and identified ways for improvement (e. g. higher data granularity is required; suggestions on how to use open source tools in order to increase quality), and also ways to adapt BfR’s established toolset to IUCLID. Not only pesticide assessment profited from that, but also an ongoing project in the framework of the RUEDIS and metapath projects connected to EFSAshort forEuropean Food Safety Authority Strategy 2027 (https://www.efsa.europa.eu/en/corporate-pubs/efsa-strategy-2027-science-safe-food-sustainability). Also the processes for biocide risk assessment, where use of IUCLID has longer history compared to pesticides has benefited from this project.Currently a follow up project on IUCLID report generator module is beingd. Here the previously gained knowledge on IUCLID’s data structure will be useful.
