Cosmetics
Cosmetics are substances or preparations made from substances which are exclusively or predominantly intended to be applied externally or in the oral cavity of the human body for the purposes of cleaning, protecting, keeping in good condition, perfuming, changing its appearance or correcting body odours (§ 2 Food and Feed Code - LFGB).
The term "cosmetics" not only encompasses decorative cosmetics but also care products like skin cream or products for cleaning the body like toothpaste, soap, hair shampoo etc.
Cosmetics do not require authorisation.
However, certain ingredients and additives in cosmetics like preservatives, dyes and UV filters do have to be authorised.
When necessary, BfR assesses the safety of cosmetic ingredients. To this end BfR is given access to the cosmetic formulations which are submitted to the Federal Office of Consumer Protection and Food Safety (BVL) by manufacturers or importers. In its assessment activities the Institute is supported by an expert panel attached to BfR, the Cosmetics Committee.
Notification of formulations
Prior to marketing the formulations must be notified to the Federal Office of Consumer Protection and Food Safety (BVL) pursuant to § 5d Para 2 Cosmetics Ordinance.
Manufacturers or importers are kindly asked to contact BVL.
