Chemikaliensicherheit
Die gesundheitliche Bewertung von Pestiziden, Bioziden
und Chemikalien ist das Hauptarbeitsgebiet der Abteilung
Chemikaliensicherheit. Ergebnisse der Bewertung sind to-
xikologische Grenzwerte sowie Vorschläge zur Einstufung
und Kennzeichnung, zu Rückstandshöchstgehalten in Le-
bensmitteln und zur Reduzierung von Risiken. Die Arbeit der
Abteilung Chemikaliensicherheit ist Grundlage für Regulie-
rungen und Maßnahmen des Risikomanagements, national
und europäisch, und damit eine der Voraussetzungen für
die Genehmigung und Zulassung von Wirkstoffen und ent-
sprechender Produkte. Die Mitarbeiterinnen und Mitarbeiter
der Abteilung Chemikaliensicherheit erarbeiten in nationa-
len und internationalen Gremien Konzepte und Leitlinien,
wie Untersuchungen von Chemikalien durchzuführen und
zu bewerten sind. Ihre wissenschaftliche Expertise findet
Gehör bei Bundesministerien und Dienststellen der Euro-
päischen Union sowie supranationalen Einrichtungen. Ihre
Kompetenz begründet die Abteilung dabei auf jahrelange
Erfahrungen in der Risikobewertung von Chemikalien. Die
Forschungsaktivitäten in der Toxikologie und der Exposi-
tionsabschätzung im Anwender- und Verbraucherschutz
sind darauf ausgerichtet, die Bewertungsarbeit zu unter-
stützen.

Europäisches Chemikalienrecht REACH:
Start der Stoffbewertungen
Mit der europäischen Chemikalienverordnung REACH (Ver-
ordnung [EG] Nr. 1907/2006) übernehmen Hersteller und
Importeure von Chemikalien die Verantwortung für den
sicheren Umgang mit ihren Stoffen. Sie müssen die nach
der REACH-Verordnung erforderlichen Daten bei der Euro-
päischen Chemikalienagentur ECHA in Helsinki einreichen.
Besteht der Verdacht, dass von diesen Chemikalien Risiken
für die menschliche Gesundheit oder die Umwelt ausge-
hen, und wenn die Registrierungsdaten lückenhaft oder von
schlechter Qualität sind, können die Behörden der Mitglied-
staaten eine Stoffbewertung nach REACH Artikel 44–48
durchführen. Dabei werden die Registrierungen überprüft,
um Informationslücken zu ermitteln und durch Nachforde-
rungen Klarheit über mögliche, nicht akzeptable Risiken und
notwendige Maßnahmen zu erlangen. Im Jahr 2012 startete

The health assessment of pesticides, biocides and chemicals is the
main remit of the Chemicals Safety Department. The results of the as-
sessment process take the form of toxicological limit values as well as
proposals for classification and labelling, maximum residue concen-
trations in food and the reduction of risk. The work of the Chemicals
Safety Department lays the foundations for regulations and risk man-
agement measures both in Germany and on European level – and is
therefore one of the preconditions for the approval and authorisation of
active ingredients and the corresponding products. The employees of
the Chemicals Safety Department are engaged in national and inter-
national committees tasked with developing concepts and guidelines
for the performance and assessment of chemical tests. Their scientific
expertise is valued not only in Germany's federal ministries but also
in the departments of the European Union and supranational institu-
tions. The skills and know-how of the Chemicals Safety Department are
underpinned by many years of experience in the risk assessment of
chemicals. Research activities in the field of toxicology and exposure
estimation in the protection of users and consumers is geared towards
supporting this assessment work.

European Chemicals Law REACH: Start of Substance Evaluation
With the European chemicals regulation REACH (Regulation [EC]
No. 1907/2006), manufacturers and importers of chemicals take
responsibility for the safe handling of their substances. They must
submit the data required by the REACH regulation to the European
Chemicals Agency (ECHA) in Helsinki. If it is suspected that these
chemicals pose a risk to human health or the environment, and
there are data gaps in the registration dossiers or the provided in-
formation is of poor quality, the authorities of the member states
can conduct a substance evaluation according to REACH Articles
44–48. Registration dossiers are checked in order to identify infor-
mation gaps and to gain clarity on possible, unacceptable risks and
necessary measures by requesting additional information. The sub-
stance evaluation process under REACH started in 2012. The Ger-
man authorities selected five chemicals (see table page 60). The BfR
assessed the health hazards posed by the substances and the risks
for consumers.
